What NRR Actually Means — and Why Doubling Up Works
NRR 23. NRR 33. The numbers look like decibels of protection. They aren't — and knowing what they actually are changes how you protect the hearing you can't get back.
The short answer
NRR (Noise Reduction Rating) is a laboratory-derived number, in decibels, printed on every hearing protector sold in the US. It is not the number of decibels you personally get. Real-world attenuation is consistently lower, because lab tests use trained subjects with perfect fits and no eyeglasses, hair, or hurry. Treat NRR as a comparison tool between products, not a promise about your ears.
The derating everyone should know
Because lab conditions flatter the rating, safety practice applies a haircut. The most widely taught approach — the one used in occupational safety training — takes the NRR, subtracts 7, and halves the result to estimate real protection under a dosimeter. An NRR 33 foam plug: (33 − 7) ÷ 2 ≈ 13 dB of realistic reduction. An NRR 23 muff: (23 − 7) ÷ 2 = 8 dB. That's a sobering shift from the box number, and it explains why so many shooters with "good" ear pro still leave the range with ringing ears.
Whether your particular fit does better or worse than that estimate depends almost entirely on seal quality — which is why fit beats rating nearly every time.
Why doubling up doesn't add
Wearing plugs under muffs is genuinely the best move for indoor ranges and big calibers — but the protection does not sum. NRR 33 plugs plus NRR 23 muffs is not 56. The common field convention is to take the higher of the two ratings and add roughly 5 dB, giving something like 38 before derating. The reason is physical: once you've blocked the ear canal, sound increasingly reaches the cochlea through bone conduction — vibration traveling through your skull — and no amount of stacked foam stops that path. Bone conduction sets a hard ceiling on how much protection is achievable, generally in the neighborhood of 40–50 dB no matter what you wear.
What actually matters more than the number
Seal, every time. A properly rolled and inserted foam plug — compressed thin, inserted deep, held while it expands — outperforms a hastily poked-in plug with a higher rating by a wide margin. For muffs, the enemies are eyeglass temples breaking the seal (a real conflict with shooting glasses — thin-temple designs exist for exactly this reason), long hair under the cushion, and hardened old ear cushions that no longer conform. Replace cushions when they stiffen; it's a few dollars for measurably better protection.
Where electronic muffs fit
Electronic muffs don't protect better than passive muffs of the same NRR — the electronics let you hear between shots, which is a communication and safety feature, not an attenuation one. Their real advantage is behavioral: people actually keep them on, because they can hear range commands and conversation. Protection you'll wear beats protection you'll lift off your ears. Practical rules
Outdoor pistol or rimfire range: a well-fitted muff or plug is usually adequate. Indoor range, muzzle brakes, or anything centerfire under a roof: double up, no debate — the exposure inside enclosed bays is brutal and cumulative. Suppressed shooting still warrants protection; suppressors reduce peak levels but rarely to safe-without-protection territory.
